Bingaman: Leadership On Climate Is Mandatory

"The U.S. will lack the credibility to negotiate any serious international climate agreement unless it can come up with a credible plan to limit greenhouse gas emissions domestically. I hope that the President's concern about climate change will lead him to support specific legislation that would put in place a cap and trade system for greenhouse gases. The concept of a mandatory approach has increasingly broad support among his own party, and the President should help it become law before he leaves office."
